Sheff Wed Faces Major Issues, States New Football Authority

'We will play a key role in football's future' - independent football regulator the new chairman

The Championship club's ongoing struggles are seen as a "serious issue" and the football regulator is seeking powers to investigate clubs in such situations, the newly appointed chairman the official has stated.

In a wide-ranging interview, Kogan, who was named to the position this week, expressed "sympathy" towards the club's followers.

Kogan met with four fan organizations connected to the football team this week.

The team have been experiencing difficulties in multiple areas in the current year, with the club delaying salary disbursements on five separate occasions, including in the autumn.

"Obviously the club has become a significant problem for EFL and a significant problem for football," the regulator explained.

"Wednesday stands as one of the great brands for English football and recently we have met fan representatives.

"We're now looking to get powers... which will allow us to have Sheffield Wednesday - and other clubs brought to our attention if they require examination and acted upon."

Monetary Issues and Ownership Situation

The team's struggling chairman the current owner stated during the off-season he would be willing to sell up at their home ground, but he has not been able to secure a deal with prospective buyers.

Missed wage deadlines on time in spring months led to sanctions by the English Football League (EFL) in summer, preventing the club from carrying out any transfers or loans for the next three transfer windows, although those limitations were removed in late summer.

Authority's Position

Kogan said: "The position was created for the Owls followers, Bury or any football club where people are committed to a regional establishment that has represented their community in numerous instances.

"I have absolute sympathy for the club's situation, as I do for each organization that in modern times have encountered failure, or nearly ceased operations, for factors unrelated to the fans themselves."

Inquired if the regulator could force an chairman to relinquish a club if they are deemed unsuitable, the regulator answered: "When asking whether 'would we intervene in the final instance?', the response would be once we collect the information and know what's going on, we will."

But the regulator clarified that forcing owners to sell clubs would be considered the final option and the regulator would prefer to work with them.

"Our least desirable course of action is start getting involved with an particular organization, an specific proprietor, without having the opportunity to collaborate with that owner to try and resolve the challenges confronting the team and the chairman's encountering," the chairman stated.

"In actuality, when you examine the past of football, over the past few decades there have been some owners, few in number, but certain individuals who have acted carelessly in the manner they have operated their clubs and ultimately decline to assume obligation for the long-term prospects."

'Mistakes could erase significant advances'

Kogan met with representatives from 110 clubs to detail the scope of the regulator on Wednesday and stated it constituted a "forward-thinking discussion" with a "high level of engagement" from the lower divisions to the top flight.

"This position carries substantial significance, because if we get it wrong, if the football community fails, the remarkable development accomplished might evaporate incredibly quickly," the chairman stated.

"Such an outcome is universally undesirable in the terms of English football is a huge success story - we must maintain momentum.

"Substantial financial resources coming into football and has been channeled for the past two decades, because certainty is lacking it will continue to come into football, which is among the factors explaining I think we have to maintain a focused outlook on potential dangers and naturally, of the immediate future."

Premier League Concerns

Elite division representatives objected to the creation of a regulator because of concerns about detrimental effects on the Premier League's sporting equality, but the chairman responded: "I fully support the achievement and development as an financial organization of the elite league.

"As someone who appreciates the worry about compromising the top flight as an elite competition of the nation. But simultaneously, if you talk to the Premier League after the recent gathering, they would have had a substantial amount of confidence -and, indeed, they have been informing us confidentially they have a considerable comfort."

Ideological Links

The regulator remains subject to a "full inquiry" by the official appointments authority after he acknowledged providing funds to the political party in recent years.

The 68-year-old provided financial support for government minister the minister's leadership bid, along with that of the government leader.

"I have been entirely transparent regarding my former ideological connection [with Labour], and that party membership ceased the day the select committee approved my appointment," Kogan said.

"I am no longer involved in any type of partisan engagement."
